What is the difference in meaning of “tashkeel” and “harakaat”?

Assalamu alaikum,
You said that “tashkeel” means ‘short vowels’. But, I heard that ‘short vowels are translated from’ “Harakat Qosiroh”. What is the difference in meaning of “tashkeel” and “harakaat”? isn’t the meaning of tashkeel is “the action of placing vowels into a vowel-less text” in Arabic?

Tashkeel = حركات قصيرة  = short vowels
The word حركة literally means movement, and it refers to vowels, and that is the opposite state of سكون which is a consonant sound.
